I am afraid my position has been misunderstood. My point is not whether or not any service provider should be required to offer E911 service. The ruling seems to suggest that the ruling is applicable to one class of service providers. Martin and Frank suggested it be decided based on the consumer device; I disagree with that characterization.

thanks for the clarification Aswath, I do agree that the clasification issue is difficult (what about SkypeIn for example?).
